Tariff hike announcements and retaliatory tariff increases have plagued the global rhetoric of recent months, reigniting debates on the role of trade policy in advancing foreign and security policy objectives. The latest issues of Trade Briefs examine how proposed tariff changes might reshape global trade dynamics. |

The Trade Briefs Spotlight evaluates the exposure of trade partners to tariff changes and, through analysis of tariff scenarios, projects the redistribution of and the impact on global trade flows. For example, under the scenario of a 20-percentage-point tariff increase on US imports from China across all products, accounting for the retaliatory measures adopted by China, the potential exports from China to the US are expected to decline by $377 billion by 2029, with the Machinery & Electronic Equipment sector bearing $197 billion of this loss. However, generalized tariffs imposed on steel and aluminium imports may benefit China, boosting its potential exports to the United States in this sector by $16 billion. These variations highlight how exporters with improved relative competitiveness might gain market share in the United States, particularly in sectors with strong demand, high substitutability, or where they already hold a competitive edge.

A redesigned Export Potential Map will be launched in Q2 2025. The new design addresses issues raised through the EPM user survey including facilitating data requests, incorporating a help centre and user guide, improving product selection, and enhancing the overall user experience. The new design will also facilitate the future integration of Arabic into the platform. |

Jordan’s Export Potential: Key opportunities in processed food and services |
|
As part of the FCDO’s UKTP Programme, TMI developed export potential briefs on Jordan’s processed food and services sectors. Based on Trade Map and Export Potential Map, these reports analyse trade trends and export growth opportunities in existing and new markets.
Jordan’s processed food exports show strong growth and significant untapped potential by 2029, largely concentrated in the MENA region, but with emerging opportunities in the United States, European Union, and Asia, particularly in processed cheese and confectionery. Overcoming non-tariff barriers and procedural obstacles, while focusing on new markets like China and Japan, could help unlock this potential.
As for services, they account for nearly half of the country’s exports but remain dominated by travel and transport exports. However, exports of ICT, business, and financial services hold large potential. Key priorities to leverage the potential of these sectors include deepening trade agreements to enhance market access, investing in digital infrastructure and regulatory modernization. |

GLOBAL TRADE HELPDESK New partnerships with FIATA for better data on logistics and transport solutions |

During the FIATA HQ Annual Meeting 2025 on March 18th, the ITC team engaged in a session about how Leveraging Regional Trade Agreements exploring challenges and solutions with the freight forwarding community. Freight forwarders shared their experiences, and the difficulties associated with high transport costs in some regions, diverse and complex Rules of Origin, challenges in the interoperability of customs and origin certification systems, constantly evolving legal frameworks, lagging progress in digitalization and TFA implementation, geopolitical risks and policy uncertainty and strong disconnects between policymakers and negotiators and trade operations on the ground.

Building awareness of opportunities and enhancing access to timely and reliable information was highlighted as a critical factor in helping businesses make better use of trade agreements. On this occasion FIATA announced it will partner with the Global Trade Helpdesk Initiative to further enhance the coverage of freight forwarder data, assisting firms in identifying an comparing trade opportunities and connecting with relevant partners to help them reach new destinations.
The team also continues to engage in outreach and training activities with the WTO IWG on MSMEs, the WTO Sub-Committee on LDCs, officials working on the WTO Accession of Uzbekistan, the high-tech startups of the Queen Rania Centre of Entrepreneurship, among others. The Chinese edition of GlobalTradeHelpdesk.org was published in collaboration with the China Council for the Promotion of International Trade (CCPIT) Commercial Sub-Council and the China Electronics Chamber of Commerce in July 2024. On November 26-28, over 700 businesses from around the globe showcased their products and services at the second annual China International Supply Chain Expo in Beijing. Within the Expo, CCPIT hosted a dedicated session on Trade Development and Standards Cooperation which featured an introduction to the Chinese version of the Global Trade Helpdesk. Mr. Jack YAO, Secretary General of the CCPIT Commercial Sub-council, shared that “the Global Trade Helpdesk is an actionable and effective trade intelligence tool for fostering trade development and the standards cooperation initiative. As the initiative has been adopted in the BRICS Business Council Report 2024, the GTH can help SMEs not only in China, but also across other developing countries, including the BRICS.”
The China Electronics Chamber of Commerce (CECC) on 5 December launched the Global Trade Helpdesk Service Centre in Xiamen, in Fujian Province. The CECC expressed its interest in equipping its members with access to trade and market information provided by the multiagency platform. This pioneering initiative is set to gather Chinese business directories, facilitate outreach programmes, and host capacity-building workshops tailored to support market diversification. In addition, the ITC Team also worked with CCPIT and CECC on GTH training sessions for over 1,200 participants representing businesses and government agencies in Qingdao, Binzhou, Changsha, Shanghai, and Xiamen.
The GTH team also partnered with SheTrades Hubs in Latin America and the Caribbean to conduct trainings for firms and Training of Trainers for Hubs staff. The team also worked with the WTO and Trade4MSMEs platform to organize another joint open webinar in November. |

AFRICAN TRADE OBSERVATORY Enhancing trade and market intelligence in Southern and Eastern Africa |

43 participants from Southern and Eastern Africa gathered in Johannesburg from 25 to 27 March 2025, to discuss trade information sharing and accessibility at the 4th African Trade Observatory (ATO) Regional Workshop. This event, organized in collaboration with the Southern Africa Development Community (SADC) Secretariat and the African Union Commission (AUC) with the financial support of the European Union, brought over 40 government officials, including representatives from Customs Authorities, Ministries of Trade, SADC Secretariat, WCO- East and Southern Africa, and African Union Commission (AUC). |

The workshop strengthened technical capacity on trade data management and the use of the ATO platform for policy development and monitoring. It also provided an opportunity to further integrate customs data from the region into the ATO platform, expanding its coverage and reinforcing its role as a key instrument for evidence-based policymaking and AfCFTA implementation. Today, more than half of African countries are providing customs data to the ATO, enabling the continued expansion of the ATO Monitor module, which now offers accessible trade indicators for all users. Additionally, officials from government and regional economic communities can access advanced market and border-related indicators, allowing them to track trade flows, monitor market access conditions, and assess border performance. In the coming weeks, a new e-learning course tailored to the private sector will be launched to increase the reach of the platform and ensure the African business community can identify and realize trade opportunities across the continent. This self-paced online training course will focus on the ATO for Business (Compare and Explore Modules), equipping entrepreneurs with the tools to analyze market trends, identify export opportunities, and navigate market entry requirements more efficiently. |

The latest trade data for December 2024 is now available for 80 countries, covering 85% of global goods trade. As illustrated in the bar chart, Trade Map provides trade data for various months of 2024, with coverage extending to 101 countries through June and 92 countries through September.
Ensuring timely updates remains a key priority, with the most recent trade data for 2024 now accessible. Additionally, the Trade Map team has released January 2025 data for 24 countries, representing 38% of global goods trade. |

October 2024 - The Moldova Chamber of Commerce works to build skills of local businesses through their Export Academy programmes to help them grow throughout the region and beyond. In collaboration with the EaP Trade Helpdesk team, the Moldova Chamber team conducted two training sessions for firms in both Russian and Romanian in October. These sessions provided a hands-on introduction to the EaP Trade Helpdesk to assist firms in identifying and comparing opportunities for diversifying their exports across EU markets. The platform provides details on the economic attractiveness, market access conditions, as well as relevant tax information. While Moldovan firms have a strong performance in exporting to Romania, many other EU markets could also be attractive markets for Moldovan products and services. |

Enhancing Jordan's export potential to the United Kingdom |
|
|
19-23 January & 23-25 February 2025 - In January and February, two workshops were held in Amman, Jordan, to strengthen the country’s exports to the UK, the EU and the region. Organized under the UK Trade Partnerships Programme, the workshops focused on identifying export potential of the Jordanian processed food sector through the use of ITC’s Market Analysis tools.
In January, Jordanian institutions were trained in creating Quantitative Export Factsheets (QEF) for promising Jordanian products. As participants finalized their QEF after the workshop, they were invited to present their key findings to Small and Medium Enterprises (SMEs) who attended the February workshop. In both workshops, participants learned how to use the Global Public Goods to look for trade dynamism, export potential, and market access conditions. These workshops helped both institutions and SMEs gain valuable knowledge on market intelligence, supporting stronger trade ties with the UK.

Boosting trade intelligence in the Caribbean: Joining forces with Trinidad and Tobago |

24-28 March - In collaboration with the Ministry of Trade and Industry (MTI), ITC conducted a training program aimed at enhancing the country’s trade analysis capabilities. Held from March 24 to 26 for government institutions and from March 27 to 28 for private sector organizations, the event provided key stakeholders with practical knowledge of market analysis tools in their generic version and in the versions customized for Trinidad and Tobago now available at TTBizLink portal.
The training sessions focused on familiarizing participants with the many functions of the embedded tools: Export Potential Map, Trade Map and Market Access Map. These tools, now more reachable and accessible to the local business community, help users assess trade performance, spot trends, explore new markets, and navigate market access requirements effectively. By emphasizing data-driven decision-making, the initiative aligns with Trinidad and Tobago’s broader economic diversification and resilience strategy.
During the sessions, participants engaged in hands-on exercises tailored to the country’s trade environment, ensuring they could fully leverage these resources to identify new opportunities. The program highlighted the role of proactive market intelligence in positioning Trinidad and Tobago competitively in global trade.

February - March 2025 - The "Trade Intelligence with ITC Tools" webinars, hosted by the Trade & Market Intelligence (TMI) Section, have become an annual event designed for both newcomers exploring ITC’s flagship tools and experienced users looking to deepen their knowledge. |

Held in English, Spanish, and French between late February and early March 2025, the sessions attracted over 1500 registrants (42% women) from around 50 countries, including government representatives, trade support institutions, private sector associations, and academia.
For frequent users, the webinars provided insights into new features and advanced functionalities, while beginners benefited from tailored introductions to trade intelligence. These sessions reinforce the importance of ITC’s tools as Global Public Goods, freely accessible to users in developing and least-developed countries. |

Empowering Madagascar’s trade representatives with data-driven insights 27 and 28 February 2025 - The Trade & Market Intelligence TMI Section of ITC recently contributed to a two-day online training event for Malagasy trade representatives and officials from the Ministry of Foreign Affairs. TMI’s sessions, held over two afternoons, focused on practical exercises, simulations, and best practices for analyzing export markets, identifying trends, and understanding market access requirements.
Over 50 participants engaged in hands-on activities designed to enhance their ability to navigate international trade data and leverage insights for strategic decision-making. The training reinforced ITC’s commitment to empowering institutions with the tools and knowledge needed to support businesses in expanding into global markets.

In partnership with a coalition of businesses from Sohar Port and Free Zone, ITC recently hosted a webinar tailored for Omani entrepreneurs eager to expand into the U.S. and other international markets. The session focused on market intelligence, export trends, and key requirements for foreign market entry.
Participants gained practical skills through interactive demonstrations and case studies, learning how to identify business opportunities, assess competition, and navigate trade regulations. Discussions also covered strategies for leveraging trade agreements, optimizing supply chains, and meeting compliance standards to enhance export success.
The webinar served as a valuable platform for fostering collaboration among entrepreneurs and encouraging peer learning and knowledge exchange. Once again, trade professionals worldwide had the opportunity to enhance their skills in analysing international markets. During the first quarter of 2025, 282 participants joined the course "How to Analyse Trade Flows", and 390 participants enrolled in "How to Access International Markets".
These courses provide comprehensive introductions to ITC’s flagship market analysis tools Trade Map and Market Access Map. The tools simplify complex trade data and foster data-driven decision-making, helping enterprises navigate international markets effectively.

THE PHILIPPINES February 11-13, 2025 – Certified trainer, Abigail Amestoso-Millanes, Senior Foreign Affairs Research Specialist at the Ministry of Agriculture conducted a workshop entitled “ITC Tools for Better Trade Reports: Tools to Help You Strategize” for 12 Plant Quarantine Officers from the Bureau of Plant Industry (BPI). These officers are responsible for facilitating trade for Philippine crop commodities and its trading partners, providing the necessary SPS clearances and monitoring reports for the Bureau’s stakeholders. During the event, participants were tasked with preparing a data-driven presentation on promoting a promising commodity to a market destination. Since her certification, Abigail has already delivered 4 trainings to her colleagues and other government institutions.

ESWATINI February 24-25, 2025 – 6 Eswatini’s certified trainers conducted their maiden training on the ITC Market Analysis Tools since certification in December 2024. The 2-day workshop welcomed Eswatini for SMEs representing sectors including agribusiness, manufacturing, cosmetics and beauty, handicraft and healthcare services. It focused on two ITC flagship tools: Trade Map and Market Access Map which are instrumental in trade development and export market analysis and research. Certified trainers led the presentations, hands-on exercises, and discussions to allow participants to immerse themselves fully in the content.
This was an activity under the Eswatini: Promoting Growth through Competitive Alliances project funded by the European Union (EU). |

EGYPT February 26, 2025 - 3 certified trainers from the Chemicals and Fertilizers Export Council (CEC) in Egypt organised a workshop about the Euromed Trade Helpdesk. The participants discovered how to use this regional tool to find new trade opportunities and understand market access conditions in the region and the European Union. This is the second training organised by this team, which continues to share its knowledge with Egyptian economic operators. Congratulations!

TANZANIA March 5-7, 2025 - certified trainers from the University of Dar es Salaam Business School (UDBS) Prof. John Philemon Mwakyusa and Dr. Petro Sauti Magai championed the multiplier effect by delivering a 3-day workshop on ITC Trade Map and Market Access Map to 22 participants from district councils trade officers and from the private sector. The workshop was in support of the University of Dar es Salaam’s Directorate of Public Services - Continuing Education Unit. Certified trainers were applauded for their competencies and commitment to sharing knowledge to the larger trade community in Tanzania.
